&lt;p&gt;Nelia Navarro, Provincial Director of the Department of Tourism-Cebu, said that as Cebu positions itself as a premier health and wellness destination in Asia, combining both leisure and business in one place, local industry stakeholders are bent on luring foreign patients through testimonies and first-hand experiences of balikbayans availing of local medical and wellness services.&lt;/p&gt; &lt;p&gt;The Department of Tourism-Cebu is one of CHWC’s member government agencies.&lt;/p&gt; &lt;p&gt;“Our first target is to attract all Filipinos around the world to avail of the best health and wellness services we have here,” said Navarro. “Eventually, they will become our ambassadors for the sector.”&lt;/p&gt; &lt;p&gt;According to Navarro, the influx of foreign patients considering the Philippines as an alternative destination for affordable health and wellness services is possible if these international Filipino communities with foreign friends are able to share by word-of-mouth their personal experiences in trying out local health and wellness therapies, the qualities of which are fast gaining a positive reputation globally.&lt;/p&gt; Tabogon is a town in Northern Cebu, bounded by Bogo in the North, San Remigio in the West, Borbon in the South and the Camotes Sea to the East. I relayed the invitation to Toby Panopio. I was only told where the dive was and given a date, time and place to meet. I didn’t really ask for more details. This was an invitation to dive in a new place, and as usual, I was all for it. &lt;i&gt;Have tanks, will dive.&lt;/i&gt; I have turned down several invitations from Mike and Rudy B. in the past, and I was not about to turn this invitation down.&lt;br /&gt;&lt;br /&gt;It was a day before the dive that I got more details from Mike. Apparently, we were scheduled to do a clean-up for the first dive at the house reef in Bunzie’s Cove in Bito-on, Tabogon. Then, I learned of an added bonus -- The second dive was in Capitancillo Island. I thought then, &lt;i&gt;Now you’re talking!&lt;br /&gt;&lt;br /&gt;&lt;/i&gt;Toby asked me for more details regarding the day’s dive when I picked him up that morning and I didn’t have any more details to give him. I was only advised to bring my gear and weights…and to remind Toby to bring his camera.&lt;br /&gt;&lt;br /&gt;Getting to Tabogon was no problem. The road going north is well cemented and safe except for a few peeves – a bridge under construction in Catmon, and of course, the tricycles in the highway that slow you down, plus the occasional gung-ho (see A*&amp;amp;HOLE) Ceres and Rough Rider bus driver.&lt;br /&gt;&lt;br /&gt;Nobody knew where Bunzie’s Cove, the site of our first clean-up dive, was. Nobody even knew where Bito-on, Tabogon was. All we knew was how to get to Tabogon.&lt;br /&gt;&lt;br /&gt;“Once in Tabogon, just look for a &lt;a href="http://www.nationalgeographic.com/"&gt;National Geographic &lt;/a&gt;logo, colored red, right side when you’re going north. Respect is visible from the moment one steps out of the train or bus. People wait for their turn to enter until the last rider steps out. Definitely, there is none of the “each one for himself/herself” hurried-and-harassed faces of &lt;a href="http://en.wikipedia.org/wiki/Manila_Metro_Rail_Transit_System"&gt;Metro Manila MRT&lt;/a&gt; commuters.&lt;br /&gt;&lt;br /&gt;Greetings of “Good morning” and “Hello, how are you?” among strangers fill the air. Carbon-capturing trees and colorful flowers, so soothing to the senses, are cared for, not to mention the veritable soul-nurturing and wide array of historical sites, museums and galleries to choose from.&lt;br /&gt;&lt;br /&gt;In my September 28 column, I will share my observations and learning from my participation in the International Association of Law Schools (IALS) Conference on Constitutional Law at the American University and Georgetown Law Center, the September 21-23 World Bank Conference on Climate Change and Sustainable Cities, stimulating discussions with Washington DC-based Cebuanos and my favorite love team, Tony and Kiddie Lim, Marcos Orellana of the Center for International Environmental Law (CIEL), the organization which awarded Tony Oposa with the Environmental Law award in the early part of this year, Environmental Protection Agency lawyer, with Filipino roots, Pasky Pascual and Dan Ritchie of the Transparency Partners Group, and meetings with our kababayan hungry for an “up close and personal” account of the developments taking place in our country.&lt;br /&gt;&lt;br /&gt;For now, however, while the moments in historic Savannah, Georgia last weekend are still vivid, I will dwell on the magical trip that my wisdom-filled nephew, Jesse Luague and his ever-supportive wife, Malu and I took, riding on their energy-efficient Toyota Prius that brought us to the well-preserved historical sites, tree-filled squares, cobblestone streets and stories of events (including ghost-sightings) that took place three hundred years ago.&lt;br /&gt;&lt;br /&gt;Savannah was founded in 1733 by a group of English settlers led by James Edward Oglethorp. It is lovingly called by its residents as the “Southern lady” –genteel and strong - and as the most beautiful city in the South. It is colorful, charming and enchanting, with picture-perfect street scenes and squares, not to mention a rich history.&lt;br /&gt;&lt;br /&gt;Riding in one of the trolleys at the 2.5 square mile Landmark Historic District, considered one of the largest urban historic districts in the United States, I was immediately struck by the presence of so many squares, all twenty one of them, magnificently framed by majestic oak trees, surrounded by houses, shops, churches and buildings that date back to the Civil War era. I could not help but compare it with historic Cebu where one can count by the fingers the public parks available as a place for relaxation, strolling and appreciation of nature’s gifts for the weary residents.&lt;br /&gt;&lt;br /&gt;Many residents and tourists in Savannah walk along the cobblestone streets while savoring the sights. Citing its pedestrian lanes as safe and eco-friendly, Walking Magazine cited Savannah as one of America’s most walkable cities.&lt;br /&gt;&lt;br /&gt;Our driver-cum-tourist guide was a very enthusiastic Southern belle exuding the warm hospitality of the South. At some point in their history however, Catholics and lawyers were banned for reasons I am not clear about.&lt;br /&gt;&lt;br /&gt;Being a dedicated Girl Scout in my younger years, one of my most memorable stops, aside from the Waving Lady and the River Street, was the birthplace of the founder of the Girl Scouts of America, Juliette “Daisy” Gordon Low. In 1912, Gordon Low organized the first Girl Scout troop meeting consisting of eighteen members. Girl Scouts' membership has grown “ from 18 members in Savannah, Georgia, to 3.4 million members throughout the United States, including U.S. territories, and in more than 90 countries through USA Girl Scouts Overseas.” Girl Scouts of America is described in its website as “the world’s preeminent organization dedicated solely to girls—all girls—where, in an accepting and nurturing environment, girls build character and skills for success in the real world”.&lt;br /&gt;&lt;br /&gt;It is not by chance that the city has managed to retain its beauty and tradition. Only a handful of tall buildings in fact dot the skyline. Historic preservationists fought the fight to preserve the built and natural heritage. It was worth the struggle. It has earned accolades such as one of the “Top 15 coolest cities in America,” “Top Ten Cities in the US and Canada,” and “Top ten American Travel Destinations.”&lt;br /&gt;&lt;br /&gt;Because of its well-preserved houses and buildings, gardens and streets that date back to the era of the Civil War, it is naturally the favourite location for period movies such as “Forrest Gump” and “Roots.” In October, Robert Redford is set to shoot another movie, “The Conspirator.” Redford directed in 1999 "The Legend of Bagger Vance" in Savannah. The City of Savannah Tourism and Film Services Department announced that “the economic impact of production will be in the millions. The wide exposure such projects bring can pay dividends for years.”&lt;br /&gt;&lt;br /&gt;Savannah’s visitors has reached 6.5 million with direct spending of $1.8 Billion (www.savannahvisit.com) and 22,000 tourism-related jobs. They were posted in the magazine’s website.&lt;/p&gt; &lt;p&gt;Readers were invited to participate and a select group also received invitations by e-mail.&lt;br /&gt;Respondents were screened and responses from any identified travel-industry professionals were eliminated from the final tally.&lt;/p&gt; &lt;p&gt;In the Condé Nast Traveler annual Readers’ Choice Survey, Cebu has occupied the seventh spot in the best island destination in Asia/Indian Ocean three times: in 2008 at 70.9, which is two points short of 2007’s 72.3 points and 2004’s 72.8 points.&lt;/p&gt; &lt;p&gt;Twice, it has been ranked 8th best island destination: in 2006 with 71.0 points and in 2005 with 69.5 in the same magazine survey.&lt;/p&gt; &lt;p&gt;Both Travel + Leisure Magazine and Condé Nast Traveler are American publications based in New York.&lt;/p&gt; &lt;p&gt;&lt;strong&gt;‘Much to be proud of&lt;/strong&gt;&lt;/p&gt; &lt;p&gt;Tourism Undersecretary Phineas Alburo said the award proves that Cebu Island has a lot to be proud of.&lt;/p&gt; &lt;p&gt;“That's good news. It really speaks well of the destination and has erased doubts among travelers. It is a very good development,” Alburo told Cebu Daily News.&lt;/p&gt; &lt;p&gt;He said Travel + Leisure, based in New York, was a “prestigious” American publication.&lt;/p&gt; &lt;p&gt;Alburo said Cebu gets a share of 500,000 international tourists in a year while the number of local tourists exceeds more than 500,000 a year.&lt;/p&gt; &lt;p&gt;“Cebu has all the ingredients for an ideal destination,” he said.&lt;/p&gt; &lt;p&gt;He cited the island's accessibility with an international airport, natural attractions such as diving and beaches, heritage sites, and the hospitality of the people, making it one of the best destinations in Asia.&lt;/p&gt; &lt;p&gt;Lapu-Lapu City Vice Mayor Mario Amores said “tremendous” efforts were poured by officials into tourism development.&lt;/p&gt; &lt;p&gt;He said the presence of an international airport and world-class resorts were a big plus, aside from the business appeal.&lt;/p&gt; &lt;p&gt;“Without a business-friendly environment, these resorts would not be investing here. They look for assurance of returns on their investment and that the environment factors are stable.”&lt;/p&gt; &lt;p&gt;Lapu-Lapu first lady Paz Radaza, co-chairperson of the City Tourism Committee, said the recognition would encourage more cooperation between the public and private sector.&lt;/p&gt; &lt;p&gt;“With this recognition, it will encourage both the private and the public sector to work hard to give tourists the best amenities at par with the world standards.
